Perhaps. But I am taking an issue with your "Итоги правления Путина" claim that you back up with the graph above. The graph above does not control for 3rd variables, thus you cannot claim that decrease in murder rate (or the rest of goodness) is due to Putin and not, lets say, increase in disposable income. Furthermore, one can argue that the 90s killed off all who are likely to commit suicide, or drink themselves to death with methanol or get killed by others.
Now, if you want an enlightening picture, dont look at improperly conducted time series, take a look at comparables. Look at life expectancy. I wonder if Western Sahara is still beating out Russia....

Might it be that your dictionary gives a misleading translation of the word “итоги”? In Russian, it does not have the meaning of “effect” or “result” and, taken per se, does not deal with causation. Rather, the meaning is something like “sum” or “bottom line”; the word originates from bookkeeping jargon, “и того” = “and of those [items there are altogether]”.
That is not about politics either, as you understand.

сами итоги (по состоянию на рубеж 2008 года) на этих графиках выглядят весьма оптимистично - кроме динамики самоубийств, пожалуй, но в ней труднее всего обвинить именно Путина
